Ensuring the safety of Filipino students, the House of Representatives on Wednesday approved on second reading House Bill 8737, which seeks to regulate the conduct of off-campus educational activities by both public and private schools. HB 8737 states that off-campus educational activities are curricular or non-curricular activities undertaken outside the premises of the institution.
The proposed “Off-Campus Education Act’, principally authored by Rep. Jose Enrique Garcia III (2nd District, Bataan), would mandate the Department of Education (DepEd) and the Commission on Higher Education (CHED) to identify and accredit venues or destinations where educational institutions may hold off-campus activities.
The DepEd and CHED may also designate government offices, local government units, and private entities as Knowledge Resource Destinations (KRD). The measure defines KRDs as facilities or entities that have activated their social, natural, and human resources as well as established a learning program suitable for off-campus activities. Meanwhile, the House passed on second reading HB 8897, declaring April 27 of every year as a special non-working public holiday throughout the country to be known as “Lapu-Lapu Day”.
This is in commemoration of the victory of Lapu-Lapu and his men over the Spaniards led by Ferdinand Magellan in the historic Battle of Mactan on April 27, 1521. The bill, authored by Lapu-Lapu City Rep. Paz Radaza, would repeal for the purpose Republic Act 11040. House Members then reopened the period of sponsorship and debate on Resolution of Both Houses 2, proposing amendments to certain economic provisions of the 1987 Philippine Constitution. Committee on Constitutional Amendments Chairman Rep. Alfredo Garbin Jr. (Party-list, AKO BICOL), in sponsoring the measure, cited the importance of informing the public on the advantages of amending the restrictive economic provisions of the Charter. “
