House opens 3rd regular session of 18th Congress

MANILA – The House of Representatives opened the third regular session of the 18th Congress on Monday morning, hours ahead of President Rodrigo Duterte’s sixth and final State of the Nation Address (SONA).

Deputy Speaker and 1PACMAN Rep. Michael Romero presided over the hybrid session at 10 a.m.

In his opening speech, Speaker Lord Allan Velasco highlighted that the House has fully supported the legislative agenda of the Duterte administration.

Congress ‘steady partner’ of Duterte administration

Velasco said Congress, as a “steady partner” of the administration, passed laws that promoted economic development, strengthened the administration of justice and the rule of law, enhanced the protection of labor and social welfare, improved the quality of and increased access to education and information, enhanced health and emergency response systems, and strengthened political and governmental institutions.

“We chose to keep the legislative mill running even during the height of the Covid-19 community lockdowns,” he said.

Among the much-needed pandemic emergency response measures that were approved include the timely passage of the 2021 General Appropriations Act, and the proposed Bayanihan to Arise as One Act or Bayanihan 3.

“We managed to pass the 2021 budget on time. We decisively passed laws that granted the president authority to combat the Covid-19 pandemic in the Philippines, including the Bayanihan 3 or the third economic stimulus measure to further boost our pandemic response and directly provide assistance to our kababayans,” he said.

The lower chamber, Velasco said, also passed Resolution of Both Houses 2, which seeks to empower the President and future Congresses with authority to relax economic restrictions in the Constitution to facilitate the entry of foreign players in the local scene, create new jobs, and boost sources of gross domestic product (GDP).

Priorities for last regular session

Velasco noted that Congress is “right on track” to approve the remaining legislative priority measures, including bills amending the Public Service Act (PSA), Foreign Investments Act (FIA) and the Retail Trade Liberalization (RTL) Act.

“As we enter the final year of our present term in Congress, it is time for that one last big push,” he said.

To assist in the country’s economic recovery, he said the chamber is also pushing for the taxation of Philippine offshore gaming operations and e-sabong betting activities.

“We await and will closely monitor the Senate action on these measures,” he said.

He said Congress will also be reviewing relevant policies in public health and safety, including the medical stockpiling bill, to allow the Department of Health to stockpile, conserve, and facilitate the supply and distribution of pharmaceuticals and vaccines for public health emergencies.

It will also prioritize the passage of two measures seeking to establish a virology research institute in the Philippines and a center for disease control, he said.

The House would also support the ease of paying taxes bill as it will institutionalize portability of transactions and the streamlining for compliance procedures.

To address the devastating impact of Covid-19 on creative industries, the House would push for the institutionalization of the Philippine creative economy.

Velasco said that other priority measures of the lower chamber are the bill seeking to reform the military and uniformed personnel (MUP) pension system to resolve its attendant fiscal burden and sustainability risks, as well as the proposed amendment to the National Internal Revenue Code in a bid to resolve the concerns of private educational institutions on a new policy hiking its tax rate from 10 percent to 25 percent.

The Road to SONA: Support grows for participatory governance

The government has expressed support to several private local groups’ projects that advocate peaceful and safe communities in a bid to strengthen participatory governance among the people.

In 2017, President Rodrigo Duterte issued Executive Order No. 24 which reorganized cabinet clusters and established a Participatory Governance cluster that allows public role in the consultation and implementation of projects and policies.

Prof. Edna Co, former dean of University of the Philippines-National College of Public Administration and Governance (UP-NCPAG), said a move calling for the formation of a cluster and roadmap is already a big contribution in public administration.

“That’s good. Pero may isang aspeto pa ng public administration… Paano mo ito ipapatupad? Paano ito gugulong?… From time to time, dapat ina-assess kung nasan tayo,” Co said.

Eduardo Aῆo, Department of the Interior and Local Government (DILG) Secretary, said they will give attention on measures to strengthen coordination in the local level.

“Kaakibat ng karagdagang resources ng LGUs [local government units] ang hamon ng mas malaking pananagutan at responsibilidad upang makapag-lingkod at makapaghatid-serbisyo sa ating kababayan,” Aῆo said.

Aside from the government’s move to enjoin the public in the implementation of its projects or the other way around, a bill is currently filed at the Congress to include civil society organizations in national budget deliberations.

“Naniniwala ako na kapag involved ang ating mga civil society groups, mas magiging responsive, transparent at inclusive ang ating budget sa pangangailangan ng bawat Pilipino,” Rep. Florida Robes, House Committee on People’s Participation chairperson, said.

“Kailangan dumaan sa accreditation ang mga civil society organizations upang makasali sila sa pagbibigay ng proposal at suggestion sa annual budget ng mga ahensya na gusto nilang salihan,” Robes added.

Department of Budget and Management (DBM) Secretary Wendel Avisado said they support the bill, and urged non-government sectors to join local development councils at regional development councils in discussing local budget priorities at regional priority plans.



People’s move

In 2014, Fr. Arnold Abelardo established the “Ako ang Saklay” in San Antonio, Nueva Ecija to support the community. The center then developed into a community-based rehabilitation center when the country’s drug problem became widespread.

“Ibinukas namin ang Ako ang Saklay bilang isang santuwaryo, bilang isang center for healing. At ‘yun ay aming ginawa sa pakikipag-ugnayan sa community participation or participatory engagement,” Abelardo said.

The center utilizes humanitarian approaches in dealing with surrenders, particularly on spiritual counselling and moral recovery. This is supported by the Philippine National Police in Nueva Ecija.

“‘Pag mayroon isang CSO [civil society organization] na gaya ng Ako ang Saklay, mas gumagaan para sa isang LGU ‘yung trabaho… Makikita mo ‘yung harmony at partnership, mas nagiging makabuluhan at meaningful ang resulta,” Abelardo said.

DILG chief Aῆo said the government has mechanisms such as the Local Development Councils and Other Local Special Bodies to elevate citizen participation in planning and creating developmental programs of LGUs.

In Pasig City, waste recycling is being worked on by a local environmental group Planeta Cares and Barangay San Antonio. The program began during the pandemic to establish proper segregation and sustainable waste management.

The barangay conducts monthly trading of segregated waste to rice supply as a form of assistance.

An environmental advocate is also helping a community in Baseco regarding sustainable gardening, together with Blessed the Children Group. This is where the eco-bricks converted from San Antonio’s waste are also used.

Gov’t all set for Duterte’s final SONA

MANILA – Health and safety protocols are all set for the holding of President Rodrigo Duterte’s sixth and final State of the Nation Address (SONA) on Monday.

Cabinet Secretary Karlo Nograles said strict protocols will be observed to ensure that it will not endanger the health of guests at the Batasang Pambansa in Quezon City amid the Covid-19 pandemic.

“Nag prepare na po, nag meeting ang PSG [Presidential Security Group], Presidential Management Staff, pati ang Kongreso para sa arrangements. Very strict po. Lahat ng protocols na kinakailangan to protect the safety ng lahat na naandun para hindi magkahawaan ay naka set in place naman po (The PSG, Presidential Management Staff, and Congress have prepared and held meetings for arrangements. It’s very strict. All protocols to protect the safety of everyone to ensure there is no transmission is set in place),” he said in an interview over dzBB.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar earlier said a maximum of 400 guests are expected to attend the final SONA.

Guests must present their proof of vaccination, must be negative for Covid-19 via a reverse transcription polymerase-chain-reaction test two days before the event, and undergo rapid antigen test at the Batasang Pambansa on SONA day.

Video teleconferencing and live streaming will be done to accommodate media and guests who will not be physically present at the plenary hall.

Duterte’s own input

Nograles said the President himself decided on specific points he wanted to highlight in his last SONA.

“Pina-practice na ni Pangulo yung speech niya. Siya na mismo nag input sa speech niya ng points na gusto niya i-highlight (The President has been practicing his speech. He himself gave inputs he wanted to highlight),” he said.

He explained that besides the Duterte administration’s accomplishments, the President is also expected to convey what programs and projects he expects his successor to continue.

“Expected po natin babanggitin niya dun ang lahat ng nagawa under his administration, ano ang kailangan natin gawin especially sa laban natin sa Covid-19, vaccination rollout and probably yung challenge to the next administration—kung anong kailangan ipagpatuloy na pagbabago para sa kapakanan ng ating mga kababayan at para sa aking bansa (We expect that he will mention all accomplishments under his administration, what we need to do in the fight against Covid-19, the vaccination rollout, and probably the challenge to the next administration—the policies we need to continue for the benefit of our people and the country),” he added.

Covid-19 response

Andanar said the government has its eyes fixed on responding to the needs of the people, especially those affected by the Covid-19 pandemic, in the last year of Duterte’s leadership.

“Alam naman natin na maraming nawalan ng trabaho, kaya dapat lang mag-focus ang national government diyan. (We are aware that many lost their jobs, so that’s what needs to be given attention to),” he said during an interview with DZRH on Sunday.

He also noted that the PCOO and its attached agencies are now ready for Duterte’s last SONA.

The production team, he said, has been deployed to efficiently man the venue at the Batasang Pambansa, while other government media will be covering from other areas.

He said they will be amplifying the accomplishments of the Duterte administration to the public in a more elaborate strategy so that more Filipinos will be aware of it in accordance with the directive of Executive Secretary Salvador Medialdea.

“Nagmeeting po kami kasama ang ibang miyembro ng gabinete na binigyan ng direktiba ng ating Executive Secretary Medialdea na i-elaborate ang ibang mga bagay na kailangan after the State of the Nation Address (We met with other cabinet officials and we were given the directive by Executive Secretary Medialdea to elaborate things after the State of the Nation Address),” he said.

Not thought of seeking Senate seat

Andanar also clarified that he has not thought of running for a seat in the 2022 elections, instead, he is more focused on disseminating the information pertaining to the legacy policies of the Duterte administration in the last year.

“Ako ay nakatutok lamang sa aking trabaho, alam niyo naman yan. Siguro kung ako’y lumahok sa pulitika, dapat ay nung 2019 pa (I am focused on carrying out the job, as you all know. If I were to join politics then I would have done that in 2019),” he said.

Pre-SONAs were held across the country to assist the President in reporting to the people the accomplishments of his administration over the past five years as well as the scale-up plans for the remainder of his term.

The pre-SONAs were also held to inform the public on the priority and legacy projects of the Duterte administration as well as the Covid-19 response and strategies.

Duterte’s penultimate SONA lasted for 100 minutes. It is longer compared to his fourth SONA which lasted for 93 minutes.

His longest SONA was his second, which lasted for 120 minutes. His first and third SONAs lasted for 90 minutes and 48 minutes, respectively.

FA condemns racist abuse of players following England’s final loss

LONDON – England’s Football Association released a statement in the early hours of Monday morning condemning the online racist abuse of players following the team’s penalty shootout loss to Italy in the Euro 2020 final on Sunday.

The sides drew 1-1 after extra time and Italy won the shootout 3-2, with England players Marcus Rashford, Jadon Sancho and Bukayo Saka, who are all Black, missing spot-kicks.

“The FA strongly condemns all forms of discrimination and is appalled by the online racism that has been aimed at some of our England players on social media,” the statement said.

“We could not be clearer that anyone behind such disgusting behaviour is not welcome in following the team. We will do all we can to support the players affected while urging the toughest punishments possible for anyone responsible.”

The England team also released a statement condemning the abuse directed at its players on social media.

“We’re disgusted that some of our squad — who have given everything for the shirt this summer — have been subjected to discriminatory abuse online after tonight’s game,” the team tweeted.

British police said they would investigate the posts.

“We are aware of a number of offensive and racist social media comments being directed towards footballers following the #Euro2020 final,” the Metropolitan Police tweeted.

“This abuse is totally unacceptable, it will not be tolerated and it will be investigated.”

London Mayor Sadiq Khan called on social media companies to remove such content from their platforms.

“Those responsible for the disgusting online abuse we have seen must be held accountable — and social media companies need to act immediately to remove and prevent this hate”, Khan said in a tweet.

Bangladesh factory inferno fire kills 52

RUPGANJ, Bangladesh- A massive blaze tore through a Bangladesh factory killing at least 52 people trapped by flames that forced many workers to leap for their lives from upper floors, police said Friday.

About 30 people were injured and hundreds of distraught relatives and other workers waited anxiously outside the food factory as the fire continued to rage.

The inferno was the latest to tarnish Bangladesh’s safety record marred by a series of disasters in industrial complexes and apartment buildings.


In February 2019 at least 70 people died when an inferno ripped through Dhaka apartments where chemicals were illegally stored.

The latest fire broke out at Hashem Food and Beverage factory in Rupganj, an industrial town outside Dhaka, on Thursday afternoon and was still raging almost 24 hours later.

Police initially gave a toll of three dead but it rose dramatically as firefighters reached the upper floors and started bringing out dozens of bodies of trapped workers.

The charred victims were piled in a fleet of ambulances to take them to mortuaries amid anguished shouts and tears from people watching in the streets.

Police dispersed hundreds of people who blocked nearby roads and clashed with officers.

Some of the more than 30 people injured jumped from the upper floors as flames quickly engulfed the six-storey building, police inspector Sheikh Kabirul Islam said.

Emergency services were battling to put out the fire on the fifth and sixth floors. Firefighters rescued 25 people from the roof of the factory that made noodles fruit juices and candy were made.

“Once the fire is under control, we will conduct a search and rescue operation inside. Then we can confirm any further casualties, if any,” Debashish Bardhan, fire service spokesman, told AFP.

Dinu Moni Sharma, head of the Dhaka fire department, said the fire took off because highly flammable chemicals and plastics had been stockpiled inside.

Mohammad Saiful, a factory worker who escaped, said dozens of people were inside when the blaze erupted.

“On the third floor, gates on both stairwells were closed. Other colleagues are saying there were 48 people inside. I don’t know what happened to them,” he said.

Mamun, another worker, said he and 13 other workers ran to the roof after the fire broke out on the ground floor and black smoke quickly choked the whole factory.

“Firefighters brought us down by using rope,” he told reporters.

As clouds of smoke billowed from the factory building, many of the waiting relatives said they feared the worst.

Nazrul Islam said: “We came here because my niece was not receiving our phone calls for a while. And now the phone is not ringing at all. We are worried.”

Conor McGregor injures leg, Poirier wins UFC 264 showdown

LAS VEGAS– Conor McGregor sat and seethed with his back on the cage, a temporary cast around his left shin and foot. The biggest star in mixed martial arts was convinced he had just been robbed of revenge on Dustin Poirier by a broken leg.

“I was boxing the bleedin’ head off him, kicking the bleedin’ leg off him,” McGregor shouted. “This is not over! If we have to take this outside for him, we’ll take it outside.”

McGregor’s animosity toward Poirier hasn’t cooled, but this fight trilogy ended — for now, at least — with another victory for his more mild-mannered enemy.

Poirier beat McGregor for the second time in six months when McGregor was unable to continue after the first round at UFC 264 on Saturday night.

McGregor (22-6) fell to the canvas and never got up after a punch by Poirier (28-6), who will get the UFC’s next lightweight title shot. McGregor’s leg and ankle buckled when he stepped back from the blow, and Poirier finished the round raining blows down on the former two-division UFC champion.

“Just the thing had separated, and I bleedin’ landed on the wonky leg like Anderson Silva that one time, something similar to that,” McGregor said, referring to longtime middleweight champ Silva’s infamously gruesome broken leg against Chris Weidman. “It’s a mad business.”

UFC President Dana White said he was told McGregor broke his shin near the ankle. McGregor will have surgery on Sunday morning.

Poirier said he thought McGregor’s leg broke when he checked one of McGregor’s kicks earlier in the fight. McGregor disagreed, saying there was “not one check.”

“You never want to get a win that way, but what happened was the result of checking a kick,” Poirier said. “I’m more than sure of it. He got what he had coming to him. Karma is a mirror.”

McGregor dropped to 1-3 in the cage since 2016, when he abdicated his UFC title reigns and accepted a wildly lucrative boxing match with Floyd Mayweather. McGregor has been unable to recapture his fearsome MMA form over the past half-decade — and despite his protestations, there was little in the first round at UFC 264 to suggest McGregor was back in elite form.

Poirier was largely in control of the opening round, parrying McGregor’s kicks and landing several strikes before getting control over McGregor on the ground. After McGregor got up from a long stretch of punches and elbows, Poirier knocked him down one last time — and McGregor’s ankle bent gruesomely as he fell.

“It (stinks), because I was going to beat the guy if his leg held up,” Poirier said. “I need to digest it all, because right now, it kind of feels weird. It’s not a good feeling.”

White confirmed Poirier will get the next shot at new lightweight champ Charles Oliveira. White also said he expects a fourth fight between McGregor and Poirier at some point after McGregor’s leg heals.

“The fight didn’t get finished,” White said. “You can’t have a fight finish that way. We’ll see how this whole thing plays out. Who knows how long Conor is out? Poirier will do his thing until Conor is ready.”

Poirier also said he intends to fight McGregor a fourth time — and it will be personal. McGregor returned to his verbose, mean-spirited promotional persona for this fight promotion, repeatedly insulting Poirier’s wife and vowing to kill Poirier.

“We are going to fight again, whether it’s in the octagon or on the sidewalk,” Poirier said. “You don’t say the stuff he said.”

Poirier stopped McGregor in the second round when they met in Abu Dhabi last January, avenging his first-round knockout loss to McGregor in 2014. Poirier’s clear superiority in the fighters’ second bout made a third showdown seem questionable just six months later, but McGregor demanded the chance to fix his mistakes and Poirier accepted the massive paycheck that comes from sharing a cage with McGregor.

Instead of taking an easier fight or another boxing match, McGregor wanted another shot at Poirier after getting stopped by strikes for the first time in his MMA career. He claimed he had been distracted by his plans to box Manny Pacquiao this year, and he vowed to devote his full attention to MMA in training camp.

McGregor has lost decisively to Khabib Nurmagomedov and twice to Poirier since 2016 while beating only an over-the-hill Donald Cerrone.

McGregor’s star power has shown no significant decline despite the dwindling evidence of his once-transcendent skills. The celebrity-studded Vegas crowd was vocally behind McGregor, who strutted into the octagon with his usual flair.

But the steady, hardworking Poirier has earned the chance to recapture the lightweight title he held on an interim basis in 2019 before his loss to Nurmagomedov. That was the only defeat in nearly five years for Poirier, who has mostly maintained a decade of upward momentum in the UFC.

McGregor was charming and friendly to Poirier throughout the promotion of their second bout earlier this year, but that collegiality was gone for the third fight. Poirier refused to return insults to McGregor when the Irish fighter insulted Poirier’s wife again after the fight.

“We don’t talk like that,” Poirier said. “I hope this guy gets home safe and gets to be with his family.”

T-Mobile Arena was packed with a sellout UFC crowd for the first time since the coronavirus pandemic began, and President Dana White said the gate revenue was around $16.5 million, ranking among the highest in UFC history. The celebrity crowd included Dave Chappelle, Mel Gibson, Miles Teller, Jared Leto, Steve Aoki, Jackass’ Steve-O, Baker Mayfield and NFL owners Robert Kraft and Mark Davis.

Donald Trump also arrived for the final three fights and got a brief, loud burst of cheers and boos from the packed arena.

Gilbert Burns won a unanimous decision over Stephen “Wonderboy” Thompson in the co-main event, with the Brazilian bouncing back from his knockout loss to welterweight champ Kamaru Usman in February.

Earlier on the pay-per-view card, Australian heavyweight Tai Tuivasa celebrated his violent first-round knockout of former NFL player Greg Hardy by climbing onto the octagon fence and doing a shoey — drinking booze from a shoe in proper Aussie celebratory style. Hardy, who lost his NFL career in 2015 after being convicted of domestic violence, has lost two straight fights after a 7-2 start to his MMA career.

Welterweights Michel Pereira and Niko Price put on the best show on the early undercard, and Pereira highlighted his narrow decision victory with a remarkable standing backflip and a scramble into full mount on a prone Price.
