The Committee on Appropriations, in an online meeting presided over by Vice Chairman Ruwel Peter Gonzaga (2nd District, Davao de Oro), approved House Bill 5727 on Wednesday, which aims to grant night shift differential pay to government employees, including those in government-owned or controlled corporations (GOCC).
The bill, authored by Deputy Speaker Strike Revilla, provides for a differential pay not exceeding 20 percent of the hourly basic rate, whether the nature of employment is permanent, contractual, temporary, or casual. Rep. Joey Sarte Salceda (2nd District, Albay) noted that incentivizing the work of informers would help improve the delivery efficiency of government services.
Meanwhile, this benefit does not cover employees whose schedule of work hours fall between 6am to 6pm, as well as those whose services are required or are on call 24 hours a day, such as uniformed personnel. As for funding, the amount needed by national government agencies would be charged against existing appropriations, against respective funds for local government units, and from corporate funds for GOCCs.
The panel also passed the funding provisions of the following measues, among others : 1) substitute bill to HB 883, providing rewards to informers for the discovery of violation of internal revenue and custom laws; 2) substitute bill to HB 1815, institutionalizing the conduct of summer youth camps in every barangay; 3) substitute bill to 5132, 5505 and 5865, regulating the registration, licensure, and practice of physical therapy; 4) substitute bill to HBs 6081, 6493, 6618, 6624, 6650, 6671, 6688, 6719, 6746, 6770, 6932, 7014, 7593 and 7713, providing for a national health security; 5) substitute bill to HBs 2649, 3858 and 7627, strengthening the Philippine Crop Insurance Corporation; 6) substitute bill to HBs 7312 and 7672, institutionalizing the “One Town, One Product (OTOP)” Philippines Program; 7) substitute bill to HBs 3254, 4530, 5376, 5847, 7139 and 7779, providing for the permanent validity of the certificates of live birth, death, and marriage; 8) substitute bill to HBs 88, 241, 1565, 2480, 2541, 2868, 2873, 3038, 3097, 3229,3525, 3640, 4057, 4650, 4669, 4948, 5056, 5122, 5173, 5632, 5735, 5926, 6038, 6298, 6431 and 6436, honoring and granting additional benefits to Filipino senior citizens; and the 9) substitute bill to HBs 302, 5642 and 7251, establishing the regulatory framework for the safe operations of the liquefied petroleum gas (LPG) industry.
